David E. Smith, M.D., Ph.D., is a Visiting Research Physician, who served as State Medical Specialist for a substance abuse services grant at the Institute for Health & Aging at the University of California, San Francisco.

In 1967, Dr. Smith founded the Haight Ashbury Free Clinics in San Francisco where he continues to serve as Medical Director. He is a fellow and past President of the American Society of Addiction Medicine.  He is also Medical Director at the California State Department of Alcohol and Drug Programs, and is Associate Clinical professor, Clinical Toxicology and Occupational Health, at the School of Medicine, University of California, San Francisco.

Since 1984, Dr. Smith has served as Research Director at MPI Treatment Services at Summit Medical Center in Oakland, California. In addition, Dr. Smith served as Visiting Associate Clinical Professor of Behavioral Pharmacology, Department of Psychiatry, University of Nevada Medical School, Reno, Nevada.

Description:  Dr. Smith serves as the State Medical Director on Substance Abuse Services, providing clinical consultation and direction regarding public health quality assurance, training on an effective provision of substance treatment, as well as other aspects of the alcohol and other drug continuum of care, primary medical care, and infection control.

Title:  Substance Abuse Prevention and Treatment (SAPT)
Project Period:  7/1/98-6/30/05
Funding Agencies:  Department of Health Alcohol and Drug Program, State of California (ADP)
Description:  Dr. Smith and his staff work in consultation with the ADP Department Executive Staff to provide review and consultation to assist in (1) the development and review of a post-service/post-payment utilization review of Short-Doyle Drug/Medi-Cal services, (2) the development of a managed system of care for substance abuse services, (3) collaboration with the Dept. of Health Services, the review of protocols, standards, and regulations designed to effectively control the spread of infectious disease, and (3) addressing other state health policies and issues.

Description:  To provide clinical consultation and direction regarding effective substance abuse treatment, primary medical care and infection control, and public health quality assurance.

Title:  Technical Assistance to Department of Health, Alcohol and Drug Program (ADP)
Project Period:  7/1/98-6/30/00
Funding Agencies:  Department of Health, Alcohol and Drug Program, State of California
Description:  Dr. Smith provided AOD prevention technical assistance to counties and local AOD prevention programs, as well as ADP.  These services included helping counties and providers (1) understand how to use PAD and data that can be locally acquired to identify, assess, and prioritize local AOD prevention needs on a sustained basis; (2) select and deliver practical, proven and relevant prevention actions; and (3) Measure outcomes and the use of results to refine and improve AOD prevention.
