Dorothy Pechman Rice, Sc.D., is Professor Emerita, Department of Social and Behavioral Sciences, with joint appointments in the Institute for Health & Aging and the Institute for Health Policy Studies, University of California, San Francisco.

From 1976 to 1982, Professor Rice was Director of the National Center for Health Statistics, where she led the development and management of the indispensable nationwide health care information system utilized by the entire health field, both public and private sectors.

She has achieved national and international renown based on her extensive research, scholarly publications, and leadership roles first in the Social Security Administration and then at the National Center for Health Statistics.

She is author of approximately 200 published monographs, books, articles, and book chapters on the economics of medical care, aging, chronic illness, disability, health statistics, and various cost-of-illness studies, including costs of the health effects of smoking, alcohol and drug abuse, mental illness, Alzheimer's Disease, injury, AIDS, and domestic violence.

Recent Projects

Title: The Cost of Breast Cancer in California (Co-Investigator)
Project Period: 7/1/2003-6/30/2006
Funding Agency: University of California Breast Cancer Research Program
Description: The purpose of this research is to estimate (1) the annual cost of breast cancer in California, including direct health care costs, (2) the value of lost productivity for those living with the disease, and (3) the value of lives lost prematurely.

Title: A Dynamic Model of Smoking and Healthcare Expenditures in California
Project Period: 7/01/00-6/30/03
Funding Agency: Tobacco-Related Disease Research Program (TRDRP), University of California - Office of the President
Description: Using national surveys, a series of related models are being developed to analyze the impact of smoking on health status, on the likelihood of having a smoking-caused disease, and the impact of poor health and disease on healthcare expenditures.  These models will be applied to California to estimate the annual and lifetime healthcare expenditures attributed to smoking and will subsequently be used to address a question of great policy relevance in California: What has been the net effect of the California Tobacco Control Program on healthcare costs?

Title: The Cost of Smoking in California
Project Period: 4/1/00 - 9/30/01
Funding Agency: California Department of Health Services (DHS)
Description: This project will provide estimates of the cost of smoking in California for 1999.  Using econometric models that consider the impact of smoking as well as socio-demographic factors and other risk behaviors, estimates of health care costs resulting from smoking will be presented for each of California's 58 counties.

Title: Employment and Health Policies for Californians over 50
Project Period: 2/1/99-6/30/2000
Funding Agency: The California Wellness Foundation
This project is designed to provide information on the employment and health status of older workers in California.  A sample of older workers provide responses to questions about economic sufficiency and preparations for retirement.  After the data are collected, nine papers using the data were commissioned, and presented at a conference in early 2000.

Title: The Costs of Gender-Specific Cancers in California
Project Period: 1/1/99-12/31/00
Funding Agency: California Department of Health Services/UC Davis
Description: This study focuses on the costs of four gender-specific cancers that are among the leading causes of cancer death and incidence in California – prostate, ovarian, uterine, and cervical cancer. Annual and lifetime costs will be estimated and costs will be presented by stage of the disease at diagnosis and by initial treatment modality. The cost-effectiveness of different treatments will be evaluated.

Title: The Consequences and Cost of Intimate Partner Violence
Project Period: 9/30/96-10/1/99
Funding Agency: Public Health Services and U.S. Centers for Disease Control
Description: Preparation of a report to Congress on the economic implications of domestic violence among intimates, including healthcare services, mental health, criminal justice system costs, social services, and lost productivity resulting from injury and death.
