Dr. Sheryl Goldberg is a Research Specialist at the Institute for Health & Aging (IHA). She received her Doctoral Degree in Sociology with a specialization in Aging Health Policy from the University of California, San Francisco and Master of Social Work Degree with a specialization in Gerontology from Boston University.
Since 1998 Dr. Goldberg has been working with Dr. Carroll Estes designing and implementing numerous research projects focused on issues related to access to community-based health and social services, mental health services, long term care ombudsman programs, healthy aging for diverse and underserved populations, and welfare reform.
Dr. Goldberg is committed to conducting applied social research and community-based participatory projects and to the utility of research. Also, at IHA, Dr. Goldberg works with the Lesbian Health and Research Center (LHRC) on projects related to aging. In addition, Dr. Goldberg served as part of a team at the UCSF Institute for Health Policy Studies that conducted an external assessment of The Center for Addiction and Substance Abuse at Columbia University.
Previously she worked as an Aging Specialist/Program Analyst with the San Francisco County Commission on the Aging and as a Research Specialist with the Bay Area Social Services Consortium (BASSC) and the National Abandoned Infants Assistance Resource Center at the School of Social Welfare at the University of California, Berkeley.

Programs in Georgia

Description: This project examines factors related to effectiveness in an effort
to strengthen the capacity of local long term care ombudsman programs in
Georgia.
Title: Disparities in Mental Health Services Among Older Adults in
Florida and California: Examination of Race/Ethnicity and Gender
Project Period: 5/1/05 -12/31/06 (Co-Principal Investigator)
Funding Agency: SAMHSA/CMHS
Description: The purpose of this project is to gather the perspectives of
community, state, and national stakeholders on issues related to access
to mental health services for diverse older adults living in the
community.
Title: Enhancing the Performance of the Local Long Term Care
Ombudsman Project
Project Period: 1/1/05 -12/31/06 (Co-Investigator)
Funding Agency: The Commonwealth Fund - Picker/Commonwealth Program on Quality of Care for Frail Elders
Description: This project examines the factors affecting performance of local
long term care ombudsman programs in California and New York. The
project includes (1) research using a mixed method design and
participatory approach, and (2) dissemination strategies involving the
development of (a) a chart book of findings, (b) a toolkit of best
practices, and in each state (c) a “summit” to convene program leaders
to discuss key topics and construct recommendations, and (d) a policy
event to connect policy makers and stakeholders designed to provide a
framework for implementing change.

Description: This
project explores effective strategies and programs and policies relating
to healthy aging for diverse and underserved populations in an effort to
improve access to health care and economic assistance.
Title: Post-Acute Care and Rehabilitation in the Long Term Care
Ombudsman Program: New York State and California
Project Period: 1/1/04 -12/31/05(Co-Investigator)
Funding Agency: Jacob and Valeria Langeloth Foundation
Description: This project seeks to
understand and enhance the performance of the
local long term care ombudsman programs in New York State and California
in addressing the growing needs of post acute, rehabilitative, and
convalescent care residents of long-term care facilities.
Title: California Long Term Care Ombudsman Project
Project Period: 7/1/03 - 12/31/06(Co-Investigator)

Description: This project seeks to understand and improve the performance and
effectiveness of local long term care ombudsman programs in California,
particularly with regard to the area of elder abuse.
Title: New York State Long Term Care Ombudsman Project
Project Period: 5/1/04 - 8/31/05 (Co-Investigator)

Description: This project examines the factors that are associated with the
effectiveness of the local long term care ombudsman programs in New York
State.
Title: An Assessment of The Center for Addiction and Substance Abuse at
Columbia University (CASA)
Project Period: 9/01/01 - 3/31/02 (Project Director)
Funding Agency: Robert Wood Johnson Foundation.
Description: At the request of the RWJF this study evaluated the
influence and effectiveness of CASA’s research and program development
efforts and CASA’s impact on the field of addiction and substance abuse
policy and research.
Title: Quality of Nursing Home Care: A 50 State Survey of the Long Term Care
Ombudsman Program
Project Period: 2000-01 (Project Director)
Funding Agency: Henry J. Kaiser Family Foundation
Description: This national study investigated the role and
effectiveness of state long term care ombudsmen in improving quality of
care in long term care settings.
Title: Effects of Devolution on the Elderly and Aging Services
in San Francisco
Project Period: 1/1/98 - 4/30/00 (Project Director)
Funding Agency: San Francisco Foundation
Description: This research concerned the community level effects
on service delivery and the elderly of welfare reform and the devolution
of responsibility from the federal to the state and local levels.
